Cause GETTEXT_PACKAGE to be consistent in config.h and po/Makefile, was

        * configure.in: Cause GETTEXT_PACKAGE to be consistent in config.h
          and po/Makefile, was installing and looking for them under gtk20
          and gtk2 respectively.
